To the south on Star Lane, there is no lush tree canopy to fret over. Still, Daniel Zabihi, who has run

a chemical testing laboratory there for nearly two decades, said he wishes the city would perform basic

maintenance rather than risk putting people out of business by taking away needed parking spaces.

Zabihi said one of his buildings took on water during Harvey, but he still opposes the project.

“If all the ditches are clean, the culverts are clear, there’s really not much issue with flooding,

” Zabihi said. “If it’s a hard rain like Harvey, we live in Houston — you’re going to get a little

bit of water in no matter what the city does. There’s no need for them to spend $1 million on this project.

They need to go use it in Meyerland or somewhere like that.”
