General Ulysses S. Grant, however, issued General Order No. 11 in December 1862, which expelled all Jewish residents from his military district, encompassing parts of Tennessee, Mississippi, and Kentucky.
This order was a result of Grant’s frustration with the black market cotton trade and his belief that Jewish traders were the main culprits.
